On December 18th, the promotion of high-quality achievements in the field of highway transportation and the observation of scientific and technological innovation technology were held in Foshan. The event integrates policy lectures on the transformation of achievements, experience sharing on the transformation of achievements, analysis of technology research and development trends, roadshows promoting high-quality achievements, on-site observation of new technologies for cold recycling at the original structural level, and the establishment of a road technology museum. Its aim is to promote the landing and transformation of high-quality achievements in the field of highway transportation, promote the deep integration of road technology and industrial innovation, vigorously develop new productivity in transportation, and assist in the construction of a strong transportation country. More than 300 transportation department officials, intellectual property experts, university researchers, and venture capital institution leaders from across the country participated in the event.

Report I: Jiang Wei, the second level inspector of the Intellectual Property Application Promotion Department of the China National Intellectual Property Administration

Inspector Jiang Wei delivered a keynote report titled "Deepening the Implementation of the Special Action for Patent Transformation and Utilization, Accelerating the Transformation of Innovative Achievements into Practical Productivity". Inspector Jiang Wei stated that in October 2023, the General Office of the State Council issued the "Special Action Plan for Patent Transformation and Utilization (2023-2025)", which made special arrangements for China to vigorously promote the industrialization of patents and accelerate the transformation of innovative achievements into real productivity. He elaborated on the main content of the special action, which requires grasping one main line, exerting efforts from two aspects, strengthening three supports, and implementing four key tasks. At present, positive progress has been made in revitalizing existing patents in universities, promoting the growth of small and medium-sized enterprises through patent industrialization, and enhancing the efficiency of key industries' intellectual property chains. The next step of work will focus on accelerating the industrialization of patents, improving incentive policies for patent conversion, building a long-term mechanism to promote patent conversion and application, and deepening the effective implementation of special actions.

Director Zhang Gaoqiang shared on the topic of "Exploration of the Transformation of Scientific and Technological Achievements in Research Institutes" in the keynote speech.

Director Zhang Gaoqiang introduced the situation of scientific and technological achievements transformation carried out by Chinese research institutes. The research institutes have potential and advantages in promoting the transformation of scientific research achievements in terms of cooperation networks, talent cultivation, and market demand grasp. However, the achievement transformation work faces 12 bottleneck problems, including the lack of policy implementation coordination mechanisms, the lack of relevant supporting measures, the incomplete institutional mechanisms to encourage the integration of industry, academia, and research, and the need to enhance the service capabilities of concept verification and pilot maturity platforms. Based on their own work reality, they proposed seven targeted suggestions, including playing a bridge role, systematically integrating and efficiently utilizing innovative resources, vigorously developing platform construction such as concept verification centers and pilot bases, and enriching scientific and technological financial products and services.

He provided a detailed introduction to the university's international campus, new engineering disciplines, and talent recruitment strategies, as well as its practices and models in transforming scientific and technological achievements. Mr. Wang Xudong shared "The Development of New Generation Asphalt Mixtures".

Wang Xudong explained in detail the gradation design, determination of asphalt stone ratio, asphalt quality requirements, mineral requirements, as well as the durability, maintenance engineering, economic durability of AC pavement materials in long-life pavement, anti-skid surface layer (including ultra-thin), and future development trends of diversified (including recycled) mixtures based on the most compact state asphalt mixture mix design method.

Report 5: Professor Yu Xin from Changsha University of Science and Technology/Hohai University

Professor Yu Xin gave a report titled "Implementation Path and Case Sharing of Achievement Transformation - High speed and High precision 3D Ground Penetrating Radar Detection Equipment and Technology".

Professor Yu Xin pointed out that ground penetrating radar has problems such as slow speed, high price, inaccurate testing, and safety. He proposed that highway maintenance radar technology needs to have the characteristics of fast speed, high accuracy, accurate results, and data mining. He detailed the latest progress of self-developed high-speed high-precision 3D ground penetrating radar detection equipment and technology in simulating the mechanical behavior of existing asphalt pavement under real service conditions, considering the maintenance decision-making and structural design of pavement internal health conditions, digital twin models of diseases, monitoring of roadbed health conditions, integrated 3D global detection of road surface and internal, detection of pavement internal diseases, grouting repair, and effect evaluation. He also proposed the prospect of large-scale promotion and utilization of subsequent technologies.

Professor Yu Jiangmiao presented a new generation of pavement structural repair technology at the conference, titled 'In situ Cold Recycling Technology for High Resilience Original Structural Layers'.

Professor Yu Jiangmiao stated that in the context of the "transportation power" and "dual carbon" national strategies, facing the structural degradation of asphalt pavement caused by the growth of traffic volume and environmental impact, asphalt cold recycling technology is of great importance in promoting sustainable development of roads. He systematically analyzed the technical bottlenecks of conventional asphalt cold recycling technology, such as insufficient material performance and slow early strength formation of recycled mixtures, and proposed a major breakthrough in material innovation, resource efficient utilization, and construction technology of the new generation of high toughness original structure layer in-situ cold recycling technology. He also provided experience case sharing for the large-scale application of road engineering and provided an efficient, high-quality, green, and low-carbon new path for the national road construction and maintenance industry.

The Road Science and Technology Museum, jointly established by South China University of Technology and Huayun Tongda Technology Group Co., Ltd., with the participation of the China Highway Society as the guiding and consulting party, has been launched in the Shunde Innovation Park of South China University of Technology National University Science and Technology Park. 3、 Roadshow for promoting high-quality achievements

In the afternoon, the roadshow for promoting high-quality achievements in the field of highway transportation was officially held. A total of 29 high-quality achievements in the field of highway transportation were selected from innovative entities such as scientific research institutions, nationally renowned universities, and highway transportation enterprises. At the same time, technical experts, intellectual property experts, more than 10 leading securities firms, and venture capital institutions in the field of highway transportation were fully empowered, aiming to build a comprehensive and accurate demand docking platform, excavate a number of high-tech, forward-looking, and strong demonstration driven scientific and technological innovation projects in the field of highway transportation, smooth the docking channels from innovation sources to industrial applications, and exert greater efforts to release the market value of scientific research achievements, and promote the transfer and transformation of high-quality achievements in a deep and multi-channel manner.

At the event site, the participating project teams competed on the same stage in the form of "roadshow+defense", and expert judges gave comprehensive scores from five dimensions: technical value, market value, conversion and application effectiveness, roadshow performance, and legal value. After intense competition, 10 roadshow projects including "A water-based nano ceramic coating for PET film and its preparation and coating method" were selected as key recommended projects.

4、 Visit to advanced asphalt laboratory and on-site observation of in-situ cold recycling technology for high toughness original structural layers

During this period, in order to promote technical exchanges in the highway transportation industry and provide sample references for the transfer and transformation of achievements, the conference specially arranged innovative technology observation activities. The attending guests visited the advanced asphalt laboratory of Huayun Tongda one after another, and gained a detailed understanding of the construction achievements of the laboratory in driving innovation and development in the road transportation industry through the platform of industry university research. They expressed their expectations for Huayun Tongda to build a benchmark platform for international first-class asphalt and mixture experimental teaching, scientific research, and industrialization.
